No, you live near a big city that has a passport office? Yes? Go ahead, take 2 passport photos with you, you can pay more, and usually goes in one day. Otherwise, go to your local post office and tell them your problem. I think the expedited service takes 2 weeks in a hurry.

I do not think 3 weeks is enough time to get a passport, even with the original
